According to the article, Peter Verniero said “In a careful, unanimous opinion, the court has construed the state constitution as providing enough flexibility for policymakers to address the fiscal consequences of the current pandemic. But it also has recognized constitutional guardrails to caution against future borrowing that might be unrelated to a genuine emergency.”
